PLANERY SUMMARY– It is disheartening that the laws that we had when we didn’t have this problem is the laws that still exist.
· On the part of government, a humane policy should be in place that recognizes the right of combatants and citizens.
· Marking security weapons to individual security agents would help reduce the incidence where security operatives lose their weapons to unauthorized persons.
